DPP caucus whip Ker Chien-ming gets ready for war, but will his party's plans to bring down the cabinet have any effect?

Wang Jin-pyng, the speaker of Taiwan's legislature, said on July 24 that he will ignore any proposal by the main opposition Democratic Progressive Party legislative caucus to disband the cabinet if the proposal is filed during Wednesday's extraordinary legislative session.
"By regulation, the extraordinary legislative session can only be used for discussing and deciding specific issues that need to be done immediately, but not this one," Wang said.
DPP caucus whip Ker Chien-ming said that DPP is hoping for a complete overhaul of the Executive Yuan or cabinet. "It is obvious that current cabinet cannot do anything for society or this country so we need to do something to fix all the problems we have ahead," Ker said.
Wu Yu-sheng, a legislator for the ruling Kuomintang, echoed Wang's remarks, saying that a proposal to topple the cabinet during the extraordinary session is against the rules.
In response, DPP Legislator Pan Meng-an said that the proposal concerns the country's constitution, so it should not be restricted by any law or regulation. On the contrary, once the proposal is filed, the legislature should process it within four days, Pan said.
